Steps for Dealing with Registered Sex Offender in Congregation
If a member of a congregation is a registered sex offender, prudent congregational leaders seek guidance in actions they might take. The last chapter of the book "Preventing Sexual Abuse in Congregations: A Resource for Leaders." by Karen A. McClintock, Co. 2004, The Alban Institute, makes the following recommendations developed by Bishop Beverly Shamana, United Methodist Bishop of the California/Nevada Conference (See notation below):
- Inform the pastor and a judicatory staff person right away when the presence of a registered sex offender is known.
- Hold a meeting of the governing board to share information and work out the details of a monitoring and information plan.
- Draw up a plan that includes the following provisions.
- Designate a companion who is not a family member to accompany the offender at all times when at the congregation for worship or programs.
- Establish a covenant agreement defining acceptable and unacceptable contact and facilities access.
- Require regular contact by the offender with family, parole officer, counselor, and physician (in cases where medications must be managed.)
- Designate a paid staff member of the congregation to regularly check in with the offender.
- Establish consequences for breaking the covenant.
- Inform the registered person and family that the congregation will be told of his or her registered status.
